HB2318, Minimum wage; disabled employees
Establishes a waiver program for minimum wage employees who are disabled similar to current
provision in the federal minimum wage law.  Requires a 3/4s vote to overcome the voter-approved
initiative language.  Inserts an emergency provision such that if approved the law would be effective
immediately.

Commerce Committee amended bill on 1/31 by inserting legislative intent.

HB2532, minimum wage; state employees
Clarifies that state employees are not excluded from the state minimum wage law.  Requires a 3/4s vote
since it modifies voter approved initiative.

HB2737, payment of wages; administrative rule
Stipulates that certified employer is not liable for failing to pay wages if acting in good faith and following
the Industrial Commission rule.

HCR2006, volunteers; disabled employees; minimum wage
Refers to the 2008 general election ballot a question of whether to amend statute to exempt two
categories of persons from the state's $6.75 per hour minimum wage - persons who volunteer their
services to a government entity; persons with disabilities covered under appropriate sections of federal
law.

Heard by Commerce Committee on Wednesday, February 14th, and approved.

HCR2013, wage protection; voter approval
Refers to the 2008 general election ballot a question as to whether to amend state constitution to require
that any legislative act reducing the statutory minimum wage or overtime benefit must be submitted for
voter approval at the next general election.

Assigned to Commerce, Government and Rules Committees.

SB1045, Fingerprint clearance cards
Allows the Board to hold hearings related to good cause exceptions to fingerprint requirements rather
than mandates the hearing.  Expands the offenses that prevents an individual required to be
fingerprinted to work in various regulated settings (i.e. child care centers, teachers, residential centers).

The Senate Public Safety & Human Services Committee approved the bill with an amendment that
expands the list of offenses that can be appealed to include four terrorism- and computer-related crimes.

Senate Rules on 1/22 found it proper for consideration.

Approved in Committee of the Whole on 1/25 with the PSHS committee amendment adopted.

Approved by the full Senate on 2/1/07.

Assigned to the House Natural Resources and Public Safety and Rules Committees.

Heard in the House Natural Resources and Public Safety Committee on Wednesday, 2/21, but bill was
retained.  Committee heard the bill on 2/28  and approved with an amendment that expands offenses for
the screening to include an array of sexual offenses to those that would affect clearance for employment.

Approved by House Rules on March 27th as constitutional and proper.

Debated by the House on March 29th and approved with a technical amendment.

Approved by the House on April 2nd.

Senate approved the House changes in final passage on April 12th.  The bill was transmitted to the
Governor.

The Governor signed the bill on April 18th.  Chaptered as
95.

SB1162, minimum wage; disabled employees
Establishes a special certificate process to allow disabled employees to be paid at a wage lower than the
recently voter approved state minimum wage.  This amends a voter approved initiative and requires a
3/4s vote.  Includes an ER clause.

SB1613, minimum wage; disabilities; trust fund
Allows an employer to pay a wage below minimum wage to a disabled employee and is covered under
the federal special certificate.  Requires the employer to deposit in a separate trust fund for the employee
an amount equal to the difference between the minimum wage and the wage actually paid.  The trust
fund goes to the benefit of the employee to be administered by the employee's parents or another adult
member of the employee's family.  Requires a 3/4 vote since it amends a voter approved initiative.
